The Board of Civil Authority (BCA) (24 V.S.A. § 801) is a municipal body composed of the Town Clerk, the Selectboard, and Justices of the Peace. The BCA oversees elections and voter registration (17 V.S.A. § 2451), hears tax assessment appeals (32 V.S.A. Ch 131), and sits on the Board of Abatement.
